Chad Cameroon Development Project
Helping one of the largest public development projects in Africa – operated by ExxonMobil and created with involvement by the World Bank – meet its ongoing transparency objectives.
CLIENT: The Chad Cameroon Development Project is one of the largest public development projects in Africa. This multi-billion dollar oilfield and pipeline project in southern Chad and Cameroon is operated by ExxonMobil and was created with major involvement by The World Bank.

CHALLENGE: The project, which at its outset faced significant challenges from political and civil society stakeholders, developed in conjunction with members of Millennium’s team a complex transparency system that complied with World Bank directives and showed a commitment to responsible operations that provided real benefits to local communities. Although over time, the transparency reporting requirements were fully satisfied, the company looked for ways to integrate its efforts into a new framework for social responsibility across its three affiliates in two countries.
SOLUTION: Since 2014, we have produced an annual update report that provides important visibility into all aspects of the project. The reports feature perspectives of front line staff, management, and crucially, numerous third party stakeholders such as government representatives and community leaders that validate the company’s environmental, social, and governance (ESG) commitments. The report is distributed to stakeholders across three continents. And some of our related photographic and documentary work is featured in an exhibit permanently housed in Chad's National Museum. Our team has also developed numerous communications materials, tools, and services in multiple languages for ExxonMobil affiliates.
